Head of Facilities and Estates

Westerleigh, Bristol

Salary: Competitive

40 Hours per week

Role Purpose

The role is to provide critical facilities and estates operational support to the CPO, the Groups operational teams (comprising Regional Managers and Individual Site Managers) and central functions such as H&S, Grounds and Finance.

1. Facilities & Equipment Management & Compliance

· Ensuring safe and efficient operation of all site related plant, equipment & fixtures/fittings including all statutory and health & safety compliance

· Maintaining an appropriate compliance tracker system

· Putting in place appropriate risk management and disaster recovery strategies and plans

· Establishing appropriate hard and soft FM delivery arrangements/contracts across all sites

· Putting in place and managing appropriate maintenance and supplier arrangements/contracts

· Developing and maintaining a comprehensive asset tracker register across the business

· Managing relationships with local EHO’s, ensuring compliance with EHO/SEPRA permits and overseeing emission testing programmes

· Managing relationships with key plant and equipment suppliers

· Monitoring, analysing and benchmarking gas, other energy, and water usage across all sites

2. Facilities & Equipment Maintenance & Technical Support

· Responsibility for all aspects of ongoing cremator inspection & maintenance (reactive & regular planned works) acting as group programme liaison manager with specialist external contractors

· Responsible for operating emergency repair helpdesk, overseeing & organising all site emergency/re-active site maintenance & repairs

· Providing Operational Managers with technical support in relation to any plant and equipment operation or maintenance matters

3. Estates Management

· Developing and maintaining an estates database (property terrier)

· Overseeing Lease compliance and managing relationship with Landlords

· Managing any local land agreements, licenses, EA Permits etc

· Dealing with any local estate’s issues and estates administration

4. Facilities & Estates Management Planning

· Developing a 5-year estate management plan for each site within the group including supporting PPM & asset replacement schedules

· Overseeing delivery of the annual estate management plan and CAPEX approval process, including the development of business cases

· Liaising with Development team over major improvement capex projects

5. Development Projects

· Supporting the fitting out/ ‘operationalisation’ of new developments, including managing the installation of specialist plant & equipment & fixtures/fittings

· Providing input, advice and guidance on plant, equipment & fixtures/fittings specifications, and options

· Preparing EHO/SEPRA permit applications and liaising with EHO/SEPRA to secure operating permit

6. Environmental

· In conjunction with CPO developing a group wide environmental strategy

· Providing technical lead on adoption of existing & new technologies to reduce environmental footprint

7. General

· Liaising and providing supporting to H&S Manager, Head of Grounds and Finance Team

· Budgetary control of maintenance capex budget, including cremator maintenance and Group consumable & utility costs

· Line management of FM Manager & Estates Surveyor

Experience and Skills Required

The role involves extensive travel throughout England, Scotland & Wales with the requirement to visit all sites on a regular basis & the successful candidate will have the following:

· Proven track record of introducing, establishing & organising multi-site facilities management

· Experience of managing M/E plant and equipment (technical knowledge from an engineering maintenance or M/E surveying background would be advantageous)

· In depth knowledge of hard and soft FM services and estates issues

· Sound understanding of Health & safety regulations and practical application within an operational environment

· Self starter with ability to work independatly

· Good organisation skills with ability to multi task and prioritise effectively

· Ability to analyse and interpret data

· Excellent communication skills, verbal & written

· Ability to think creatively & innovative
